Objectives of the Plenary:
To offer a global vision of the World Summit on the Information Society (WSIS) and the role that Local Authorities play in it.
To present the work carried out in advance by Local Authorities in order to prepare the Bilbao Summit.
To approve the Declaration and the Plan of Action of the Local Authorities on the Information Society and to prepare our participation in the WSIS in Tunis (16-18 November 2005).

Objective of the Thematic Workshops:
To make the Local Authorities aware of the aspects they should consider in order to implement Information Society promotion strategies in their territories or improve the ones that are already being undertaken.

Objective: To analyse how New Technologies enable the setting up of a new form of relationship between the Local Administration and its citizens, especially the establishing of on-line public services and taking advantage of New Technologies to improve the participation of citizens in public decision taking processes. To analyse the new concept of e-Democracy and the role of the Public Services in the process to incorporate ICTs into our social fabric and to what extent the authorities are acting as facilitators in this process or if they simply assume the role of a mere player.

Included within this section are aspects such as the training of politicians and technicians, the need to establish action strategies and programmes that have clear, measurable objectives and which include monitoring, control and evaluation activities.
