The local authorities of Latin America convey the message behind the Bilbao Summit to the President of Argentina, Néstor Kirchner

The Latin American Foundation of Cities, Municipalities and Associations (FLACMA), which represents local authorities in that part of the world, met on 7 and 8 September in the Argentine capital Buenos Aires. At the meeting the heads of FLACMA, which comprises cities and regions from 12 different countries, reached agreement on the declaration of commitments in the fight against the digital divide, to be presented at the Bilbao World Summit in November. The representatives of FLACMA then handed the declaration to the President of Argentina, Nestor Kirchner, at a meeting held at the Casa Rosada, the presidential palace of the Republic of Argentina. A significant part of the meeting was devoted to the presentation of the 2nd World Summit of Cities and Local Authorities. The general secretary of the Summit, Josu Ocariz, invited the new president of FLACMA, Julio Pereyra, and the president of the Argentine Federation of Municipalities, Juan Matteo, to Bilbao in November and also made a number of other invitations to local authority representatives at the meeting. FLACMA promised to promote the Summit among all the cities and regions it represents. In September, the 2nd World Summit of Cities and Local Authorities on the Information Society provided the main topic of discussion at the major local authority forums held in Latin America. Days before the conference in Buenos Aires, a meeting was held in the Brazilian city of Sao Paulo in preparation for the Bilbao Summit, at which Latin American local authorities drafted the plan of action against the digital divide that hey will unveil in the Basque capital.
