UNITAR.:
The United Nations Institute for Training and Research, UNITAR, is the instrument chosen by the UNO to create a framework for participation of local authorities worldwide in the WSIS.

CIFAL BILBAO:
A UNO Centre located in the Zamudio Technology Park. Working jointly with UNITAR, it implements the international project for the development and training of local authorities locales of the world in the area of the Information Society and is organising the 2nd World Summit of Cities and Local Authorities on the Information Society.

IT4ALL. Network of Local Authorities for the Information Society:
The IT4ALL Network is an instrument whose aim is to guarantee the effective cooperation of authorities worldwide to ensure access to the Information Society and it is coordinated and animated by the CIFAL BILBAO centre. It is made up of 2,000 cities and regions around the world, which represent 887 million persons.

UCLG United Cities and Local Governments:
UCLG is a new world organisation dedicated to promoting the values, objectives and interests of cities and local governments across the globe. It is the largest local government organisation in the world.
