Declaration and Plan of Action of Bilbao

At the Bilbao Summit, the Cities and Regions, together with the Local Authority Associations and Networks attending the event approved the following:

• A “Political Declaration” which includes the commitments taken by the Local Authorities to work for the full development of an Information Society for all personas. This Declaration includes the 10 Principles of Bilbao, a set of principles and values that the Local Authorities share with regard to digital development.

• A “Preliminary Plan of Action” which will be finalised in the coming months, and whose main courses of action are as follows: 1. Development of Digital Local Agendas (e-local agendas). 2. Promotion of Digital Solidarity. 3. Strengthening the role of the Local Authorities so that the Information Society can be fully achieved. 4. Creation of new decentralised instruments for cooperation and digital solidarity: “The Network for Cooperation and Digital Solidarity, IT4ALL”, the Digital Solidarity Agency and the Turin Training Centre.
